The Fifth Round of Census has been the first project completed through China's own investment, solutions and technology, without depending on any funds from the United Nations. To make the project smoothly carry out, the State Statistical Bureau, P.R.C. has devoted efforts in human and financial resources to executing the jobs of population investigation and registration, data recording, data statistics and process.
During the process of data of census, the original census registration forms gathered by all working units in nationwide cities have been converted to be image files by the use of high-speed scanners. After that, all data would then transmitted to the database of the State Statistical Bureaus in provinces through network or CD-Rom. The State Statistical Bureaus of provincial level should then construct their own data processing intranet through which all data might be properly handled. Simultaneously, the Bureaus have been always releasing information on census to other government departments and their subordinate communities within the limits of their authority.
Due to the fact that all original data of census was processed on the basis of optical input by the workstations of municipal Statistical Bureaus , any failure of the optical input of the data by the Bureaus might direct bring a collapse to the overall work of census. As a result, the guarantee of smooth and efficient accomplishment of the optical input of data has come to be of vital importance. Aiming at such a big task, it has been expected that a reliable, efficient and user-friendly solution of data optical input for all workstations in nationwide sites would become necessary.
Taking 2 years for product selection and functionality comparison, the State Statistical Bureau, P.R.C. has finally confirmed acceptance of Fujitsu's M4097D for nationwide application and has purchased over 500 units, relying on the good quality of our product as well as Nikoyo's professional technical service. The Bureau had to deal with a huge volume of scanning data in a short period of time. On average, daily scanning workload per scanner has been between 5000 pages and 25000 pages. Though it was a very big task, the reliable quality of Fujitsu¡¯s scanner and the competence of Nikoyo's technical service could achieve the aims of such a huge national Project with guaranteed efficiency.
